Project Description

To ensure that MTM trains are controlled within the Melbourne Metropolitan Rail Network, mechanical train stops are fitted at each signal that automatically apply brakes should trains exceed their authority.

In addition to the MTM fleet, the network also allows rolling stock from various other AROs, e.g. freight carriers, V/Line, etc. The V/Line fleet of diesel locomotives and passenger cars are not fitted with mechanical emergency braking but rather the Train Protection Warning System (TPWS).

Since 2011, PTV has funded projects to install TPWS signal enforcement at signals within the Melbourne Metropolitan Rail Network based on an analysis of risk at each location. The TPWS Expansion Project was the third such franchisee funded project responsible for the introduction of TPWS into the network.

The objective of this project was to construct, test and commission the TPWS system at 73 priority signals within the Melbourne Metropolitan Rail Network in order to provide signal enforcement for V/Line and other appropriately fitted rolling stock.

Our Scope

JBE as the Principle Contractor was responsible for delivering CSR, Signalling Construction and Testing & Commissioning for all separable portions. Our scope of works involved the following:

  • Provision of TPWS Train Stop Sensor TSS units at signals.

  • Alterations to the existing signalling assets and interlockings to implement the TPWS system.

  • Civil works including new and alterations to existing cable routes, pits, and location case foundations.

  • Project Specific Scope across six separable portions:

    • SP1 – North Melbourne TPWS TSS Units for 12 Signals

    • SP2 – Kensington to Essendon TPWS TSS units for 18 Signals

    • SP3 – Broadmeadows to Craigieburn TPWS TSS units for 15 Signals

    • SP4 – Sydenham (Descoped) TPWS TSS units for 2 signals

    • SP5 – Frankston to Stony Point TPWS TSS units for 7 signals.

    • SP6 – Inner Area Flinders St, Southern Cross Station and Franklin Street TPWS TSS units to 19 signals.

  • Trackside equipment installation:

    • Installation local routes in confined spaces and around existing assets in complex areas

    • Mandrel test / hauling rope install

    • Signalling cables

    • Local Optic Fibres

    • Reds and yellows interface wiring / equipment fitment ready for cut over in final occupation.

    • Installation of cable bonds/lugs/termination and rail drilling

    • Foundations for Location Cases

    • Fit-out equipment cases, transport and installation onsite

    • Installation earth grids and rectify existing earth grids

    • TPWS arms, aerials and TCB units
